SWPA's Retrofit & Decarbonisation Conference 2025
The South West Procurement Alliance (SWPA) are delighted to announce that we are hosting the Retrofit & Decarbonisation Conference 2025 at the Future Skills Centre in Exeter College on Tuesday, 11th March between 9am and 3pm.
The day is to mark the launch of SWPA's much anticipated and newly released, Retrofit & Decarbonisation Framework, exploring not only the Framework itself and how this can support the public sector in the South West, but also the all-important regional upskilling and social value aspects of the Framework as well.
The team will be joined by technical experts, industry specialists and members from the SWPA and LHCPG team, who are all on hand to offer advice, support and answer any queries.

We are hosting Networking Drinks after the conference as well. For more information, and to sign up, please use this link. The Networking Drinks are held in conjunction with GSAP, Building Greater Exeter and Exeter College Future Skills Centre.
The SWPA team are excited to welcome a huge variety of key speakers, presenting on all important retrofit, decarbonisation, net zero and green skill topics. Attendees will hear from Penny Searson, SWPA's Regional Manager and Richard Hughes, SWPA's Regional Director. They'll cover an introduction to the upcoming Retrofit & Decarbonisation (N9) Framework, Social Value within the South West, as well as important updates from the South West Procurement Alliance.
Andrew Cameron-Smith will join us to present on achieving Net Zero, through Decarbonisation and Retrofit, along with Andrew Champ, who will be highlighting Compliance, Training and Safety in Housing. Speakers from the Green Accord will be presenting on their Green Accreditations, and Luke Moss from Exeter College will be discussion Green Skills within the South West, and the Green Skills Advisory Panel (GSAP).
SWPA are also joined by their LHCPG colleagues who will present on the day on topics pertaining to the Community Benefit Fund, reaching the Gold Standard and social value within the new Retrofit & Decarbonisation (N9) Framework.
At 2pm Richard Hughes will be awarding the companies appointed to the new Retrofit & Decarbonisation (N9) Framework with their certificates alongside a photo opportunity. Additionally, Paul Dawson, LHCPG's Group Technical Manager will be running a CPD accredited training session on Retrofit, and all are welcome to attend.
A few helpful tips for the day:
- Please contact us in regards to any special or dietary requirements you may have, so we can ensure you are catered for and comfortable on the day.
- There is free parking on site.
- Although we do not have the space to allocate for specific stands and tables, everyone is more than welcome to bring roll-up banners and literature, please do let us know if you're bringing these and what you're bringing, so we can make sure we have allocated you a space.
- We are looking forward to what we hope will be another one of SWPA's successful and interesting conferences! Attendance is predicted to be high, so we ask that no more than two people from each organisation attend.
- We will have professional photography throughout the day, so please let us know before the event if you do not want to be included, as we will be sharing these after the event with the attendees and for promotion purposes.
- We hope to run a live FAQ portal, please let us know before the event if you do not want your details shared in order for the relevant questions to be answered during or after the event.
